Felicia Bilbrey, County Clerk
The County Clerk’s Office is responsible for maintaining the records of Scott County’s legislative body, as well as collecting business taxes, maintaining motor vehicle registrations and licensing, and a variety of other civil duties. Marriage licenses, pawnbroker licenses, hunting and fishing licenses, and certain other types of licenses are issued through the clerk’s office.

Felicia Bilbrey has served as Scott County’s Clerk since 2018. Her office is located in the County Courthouse, at 282 Court Street in Huntsville. Business hours are 8 a.m. – 4:30 p.m.
Driver License Renewals
The Clerk’s Office processes driver’s license renewals and requests for duplicates Monday through Friday at the County Courthouse in Huntsville from 8:30 a.m. to 4 p.m. Appointments are required for driver’s license transactions only.**
